Herefordshire's Intensive Placement Support Service

Herefordshire is predominantly a rural county of 190,000 people. It is the 4th lowest population density in England, although the population is growing slowly, largely as a result of international migration to the county. Over 21% of the population are aged 0 - 18, which is equivalent to 40,000 children and young people. Herefordshire Council's overarching vision for looked after children is the same as for all Herefordshire's children and young people - that we keep them safe and give them a great start in life. However where the needs of a child mean that being accommodated is in their best interests, it is the Council's aspiration that, unless special exceptional needs are identified, children should be able to benefit from living in a family environment. In keeping with the vision, Herefordshire Council has developed and implemented an intensive therapeutic support service for some of its most challenging children and young people in care. The name of this service is 'Herefordshire Intensive Placement Support Service' (HIPSS).
