The Department for Digital, Culture, Media and Sport requires a Supplier to deliver a research project on the proposed Online Harms regulator model, with the following aims:

  1. Understand how many companies will be required to pay, and how much income would be generated, under the OH regulator's primary funding option;
  2. Determine how much income would be required from all other funding options on an annual basis in order to cover the projected costs; and
  3. Set the indicative fees/levies at the required levels to generate the necessary income whilst ensuring proportionality and affordability.
