Provision of an Investment Consultancy Service for Buckinghamshire

Buckinghamshire Council are using the National LGPS Framework for Investment Management Consultancy Services Primarily in Support of the Local Government Pension Scheme (NCCT41358) LOT 1 - Investment Consultancy Services

Buckinghamshire Council is looking to procure Investment Consultancy services.

Buckinghamshire Pension Fund (the Fund) is part of the Local Government Pension Scheme (LGPS) and is administered by Buckinghamshire Council. Organisations participating in the Fund include the County Council, Milton Keynes Council, the parish Councils of Buckinghamshire, Thames Valley Police, Buckinghamshire Fire and Rescue Service, and other scheduled and admitted bodies. Teachers, fire fighters and police officers, for whom separate pension schemes apply, are excluded from the Pension Fund.

Buckinghamshire Council are looking to appoint an Investment Consultant for their LGPS Buckinghamshire Pension Fund. We would expect the consultants to provide a wide range of advisory services in relation to investment management support services, including, but not limited to the following:-

Review of investment strategy including strategic and tactical asset allocation to include a full range of asset classes including alternative investments and emerging products and services;

investment beliefs;

the use of overlays;

risk budgeting;

setting appropriate performance targets and benchmarks;

research etc.

Working with the Fund Actuary to undertake asset liability modelling as required;

Working with the Fund Actuary on an on-going basis in respect of the integrated management of fund assets and liabilities;

Advising on the Investment Strategy Statement and other statutory policy or reporting requirements including monitoring, reporting and assessment of investment management service providers.

The contract will be awarded initially for 3 years with a possibility to extend for a further three years Tenders must be returned via the Buckinghamshire Business Portal. The tender return date is midday on Monday 24th August 2020. Tenders received after this time and date will not be accepted.
