To undertake an audit of the refurbishment of the Westminster Hall Stonework Conservation Project and to assess the success of the project by reference to the following assignment terms:
| • | To evaluate the relevant business case and to ensure that this was approved in accordance with established governance procedures; |
| • | To ensure that the tender specification and the selection of contractor(s) were conducted appropriately; |
| • | To review project documentation to ensure that a full audit trail exists, particularly for key decision points; |
| • | To evaluate the effectiveness of project management, including financial control and risk management; |
| • | To assess whether the project has met its objectives and delivered the expected benefits to appropriate standards of quality and utility; |
| • | To consider whether the completed project represents value for money; |
| • | To identify any useful lessons or issues from this project; and |
| • | To produce a written report detailing all findings, conclusions, recommendations, etc. |
