Kent County Council (the Authority) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.3m. The Authority provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. The Council consists of four directorates Social Care, Health and Wellbeing Education and Young People's Services Growth, Environment and Transport Strategic and Corporate Services Kent County Council (the Authority) represented by Waste Management (within the Growth, Environment and Transport Directorate), is the statutory Waste Disposal Authority for Kent and is responsible for making arrangements for the treatment and/or disposal as appropriate of Local Authority Collected Municipal Waste (LACMW), under the provisions of the Environmental Protection Act 1990. This requirement is for the processing of additional local authority collected waste for disposal, avoiding landfill (Lot 1) and the reception and bulking of food waste and co-mingled dry recyclables including glass for the Maidstone area (Lot 2). Kent's residual waste is currently bulked and converted to energy at the Allington energy from waste plant. Maidstone's food waste and co-mingled dry recyclables including glass is also received and separately bulked at the Allington transfer station ready for separate transportation and final recycling treatment. The aforementioned processing of this waste is undertaken under contract by Kent Enviropower Ltd. This contract mandates the Authority is to provide a minimum tonnage commitment of waste through the energy plant. Waste growth and continued forecast growth, means that the minimum tonnage commitment is likely to be exceeded hence the need for these new alternative contractual arrangements. This growth is forecast to be 45,000 tonnes, of which a 1,000 tonnes will be Co-Mingled Recyclate and Food waste. The Authority seeks the treatment of these two waste streams in two Lots and it is specified that landfill is avoided (excepting any residues due to processing of these waste materials) so the Authority is able to meet current EU landfill targets and recycling treatment is maintained. It is the Authority's intention to present these Services in 'waste stream packages' (Lots) based on material requirements - The total solution capacity for both Lots should cater for in the region of 45,000 tonnes per annum in total, but this is not warranted, nor is it an indication of future tonnage.
