ICCAN is preparing guidance on how airports can best consult with their stakeholders on airspace change, under the Civil Aviation Authority's (CAA) CAP1616 process. Our best practice guidance will take the form of an online toolkit and is planned to be published in April 2020. Producing this requires technical and legal knowledge that goes beyond the level of expertise that currently exists in ICCAN, so we will need to draw on specialist external advice to help us scope, prepare and quality assure the project. Having previously searched for and sought quotes from alternative suppliers (submitted to CRM team) to provide specialised consultation advice, we know that there is only one supplier that can assist us with this work - The Consultation Institute. During last year we requested quotes for in-house training on consultation law and engagement best practice, and we have researched alternative providers for the advice and support we will require for this work. The Consultation Institute (tCI) demonstrated that it was the industry leader when it comes to providing expertise on consultation and engagement in this very specialised field. tCI has expert experience of the aviation industry and has specific knowledge around the CAP1616 process which will be beneficial for our work. The supplier delivered quality assurance on The Airports Commission consultation, demonstrating again why they are uniquely positioned to provide us with expert advice.
