description
The government has announced that it will bring forward legislative proposals to replace the current Horserace Betting Levy with a new Horserace Betting Right. This will ensure both British based and offshore gambling operators taking bets on British racing contribute to its costs. In order to ensure the new Right complies with European law, a detailed economic analysis of the funding of horseracing by the betting industry is needed.
Therefore the Department for Culture, Media and Sport (DCMS) invited tenders for a contract for services: an economic analysis of the funding of horseracing. The primary purpose of this work is to analyse and quantify the existing direct and indirect flows of funding from betting to racing. The required outcome of the work is to provide a detailed report
