KCS Professional Services, on behalf of Kent County Council (KCC), wish to create a national, user friendly, time and cost effective Framework Agreement for the supply of Washroom Services including but not limited to:

Sanitary waste units
Medical waste units
Clinical waste and sharps units
Air care services
Hand care services
Vending machines for emergency products
Nappy disposal and associated products

There are five (5) individual LOTs, incorporating the above:

LOT 1 Collection and Disposal of Waste LOT 2 Roller Towels

LOT 3 Purchase and Rental of Hand Dryers LOT 4 Associated Washroom Services LOT 5 London Borough of Havering

Additional information:

In accordance with best procurement practice, EU and UK Procurement Directives and Regulations, KCS, on behalf of the Central Buying Consortium (CBC), wishes to create a Framework Agreement for the supply and delivery of Washroom Services. The procurement process, adopted by the Contracting Authority, is based upon the 'Open' Procedure, as detailed in the 'Public Contract Regulations 2015'. In brief the process will be as follows:

Only those organisations that expressed their interest in this opportunity via the Kent Business Portal will receive this Invitation to Tender (ITT)
All submitted compliant bids will be evaluated in accordance with the instructions contained within this document.
CBC Member Authorities that will be using the Framework Agreement from the outset are:
Hertfordshire County Council
Kent County Council (via KCS Professional Services)
Oxfordshire County Council
Other public sector authorities that will be using the Framework Agreement from the outset are:
London Borough of Havering (LOT5 only)

Other public bodies will have access to this Framework Agreement but may only do so with the agreement of the Contracting Authority. Those organisations who may wish to access this Framework Agreement will be members, affiliates and associates of the CBC Group, blue light services, the NHS & NHS Trusts, third sector organisations, academic centres (including Academies & free schools), publically funded organisations and publically owned private companies, operating within the geographic boundaries of the United Kingdom, Channel Islands, Isle of Man and Northern Ireland.

The Framework Agreement will also be open for use by all other local authorities and public sector bodies. Full details of the classification of potential Authorised Participants and Customer's geographical areas and organisation classifications are detailed within the ITT
