Transition, intervention and liaison mental health service for Armed Forces serving personnel approaching discharge
To support service personnel in transition from serving to civilian life NHS England is looking to secure providers to deliver a pathfinder projects to deliver a service for those armed forces personnel in transition.
The pathfinder service will adopt a partnership approach with the MOD to provide a transition service for serving personnel who are approaching discharge in order to:
| o | Ensure continuity of care where mental health issues have already been diagnosed and care plans are in place. |
| o | Develop an agree care plans for those service personnel who are transitioning and who are identified as needed mental health support in transition. |
| o | Co-ordinate and provide support across agencies for vulnerable individuals in transition. |
Providers must be capable of delivering the service across a wide geography which may include through a lead or prime contractor model.
Providers must also demonstrate how they will link with appropriate and relevant third sector organisations to ensure that the needs of veterans are met.
Tender responses must be submitted via the online questionnaires by 19th September 2016 at 12:00 (noon).
Following this procurement process, the Contracting Authority intends to award one contract for each of the Lots described above.
Further information on the proposed structure of the contract is provided in the ITT documentation made available online to interested parties on the e-tendering portal.
The contract/s let as a result of this procurement to deliver the Services will be 5 months (up to 31st March 2017) followed by an optional extension period of 6 months (up to 30th September 2017). Therefore if all extension options are used, the maximum (extended) contract period will be 11 months.
The start date for the new services must be before 1st November 2016.
The ITT is split into 4 Lots (see Lot Detail attachment provided for further information on the Lot geographies and respective contracts values):
Lot 1 - North
Lot 2 - Midlands and East Lot 3 - South East and London Lot 4 - South Central and South West
Bidders are able to bid for any number or combination of the Lots. However, following ITT evaluation, NHS England will not award any Bidder more than one Lot.
