The West Midlands Combined Authority (WMCA) currently resources most of its Market Research requirements from Lot 4 of its Professional Services framework that expires in February 2020.
The purpose of this procurement is to retender this provision which will now consist of the following two elements in one Framework Agreement, over a maximum term of four years:
- Lot 1: Quantitative Research
- Lot 2: Qualitative Research
Bidders can apply to be included either for Lot 1 and / or Lot 2 and it is intended to qualify a minimum of 4 consultants across both Lots of the framework.
Consultancy support through this Framework Agreement will be required to help TfWM (Transport for West Midlands), part of the WMCA, to understand how customers perceive the strengths and weaknesses of the transport offer and which aspects of new scheme investment generates increased usage and improved levels of satisfaction.

Bids are being assessed on the basis of 70% quality and 30% price. Only those organisations that have answered all of the questions and provided all supporting documents satisfactorily in the Qualification Envelope will go on to have their tenders evaluated.
Please submit all responses by the tender deadline which is 1200 noon on Friday 14th February 2020 via BravoSolution and the deadline for any clarification questions, also via BravoSolution, is 1200 noon on Monday 10th February 2020.
