Horses are being fly grazed without permission on various parcels of Council-owned land and are being allowed to roam the streets in the Borough.

The Council cannot be specific about the number of horses that may be collected but there is a transient population of approximately 140 horses and ponies grazing Council land at any one time - these include stallions, pregnant mares and foals. They are usually free roaming and not tethered.

The owners are not known but local enquiries suggest that most are travellers' horses.

Tenders are now being sought for the appointment of an organisation(s) to the following framework agreements:

  • (i)Collection and Transportation of Horses.
  • (ii)Livery and Disposal of Horses.

Interested organisations may submit a tender for one or both framework agreements.

Framework agreements will be awarded for an initial period of twelve months with the possibility of a further twelve month extension period.

The Council requires the work to be carried out in accordance with the Animals Act 1971 as amended by The Control of Horses Act 2015.

The closing date of Friday 29th January 2016 at 17:00 represents the deadline for the submission of final tenders.

The start and end dates of contract referred to in this contract notice refer to the envisaged period of the initial duration of the framework agreements and not to the duration of any contracts "called off" from the frameworks.

Additional information: Wigan Council is using the e-procurement portal known as The Chest at https://www.the-chest.org.uk/ to conduct the procurement exercise. Once registered applicants will be e-mailed a log-in and password which will allow them to gain access to the tender documents.

Those tendering are required to complete a pricing schedule (for the framework agreements being applied for), a contractor suitability assessment, method statements and a certificate of a bona fide tender.
