ITS201389 Procurement of a Treasury Management Solution

Leeds City Council is seeking to procure a Treasury Management Solution. The Treasury Management Solution will support the Council in the management of financial activities in relation to its external borrowing, lending and cash flow.

This includes the following:

• Managing Council loans and investments
• Calculation of interest
• Management of counterparties
• Standard settlement instructions
• Recording and reporting on the management of Council cash flow information

It will also provide management reporting and reconciliation to the Council's financial system. This system is not just for use by Leeds City Council but also for the West Yorkshire Combined Authority for whom the Council provide Treasury Management services under a service level agreement. In 2017/18 the system recorded movements in cash of £5.89bn

The Council wishes to award a contract to a single supplier for an initial five year period with the option to extend by five periods of 12 months.
