This notice is placed as a Prior Information Notice and relates only to pre-procurement site visits and opportunity for prime providers to meet with potential sub-contractors of the services listed below.
NHS England and NHS Improvement South (South East) (the Commissioner) invites expressions of interest (EOI) from suitably qualified and experienced Prime Providers, including third sector and social enterprise organisations, private and NHS organisations, to provide integrated pharmacy and integrated healthcare services, mental health and substance misuse services to Kent and Medway prisons, to be confirmed but likely to include;

| • | HMP Elmley; local Category B/C men's prison |
| • | HMP Standford Hill; Category D men's prison |
| • | HMP Maidstone; dedicated Foreign National, Category C men's prison |
| • | HMP East Sutton Park; women's open prison and young offender's institute |
| • | HMP Rochester; male Young Offenders Institution, |
| • | HMP Cookham Wood; male juveniles' prison and Young Offenders Institution |
Provision includes inpatient unit at HMP Elmley and HMP Swaleside.
NHS England is currently defining their procurement strategy and will commission a prime provider model for the provision of services and will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract care to other specialist providers.
The indicative date for the contract to commence is 1st April 2021. The indicative annual contract value is £23,385,355.
The clinical healthcare services in the contract are likely to include (but are not limited to):

| • | Healthcare Administration |
| • | Multi Disciplinary approach to Pain Clinics |
| • | Inpatients Unit Services including End of Life / Palliative Care |
| • | Mental health and emotional wellbeing services including: Primary and Secondary Mental Health and Learning Disability Services |
| • | Sexual Health Services |
| • | Clinical Substance Misuse Services |
| • | Psycho-social interventions service for substance misusers |
| • | Integrated Substance Misuse Services |
| • | Public health programmes including health promotion (including smoking cessation) |
| • | Responsibility for ensuring Pharmacy Services (including mechanism for OOH provision and Medicines Management Service Delivery) |
| • | Dentistry |
| • | Optometry, Physiotherapy, Podiatry, and musculoskeletal provision |
| • | Appropriate administrative support (including data intelligence and reporting resource) |
In addition, the provider will be responsible for ensuring:
| • | effective and meaningful pathways of care are established with community based specialist health provision, including hospital based services |
| • | The provider may potentially be responsible for social care provision following assessment, subject to co-commissioning arrangements with local authorities |

To encourage networking, NHS England will also facilitate a meet and greet event where prime providers and potential sub-contractors will have the opportunity to meet and discuss the opportunity.

Details of the meet and greet are as follows;

Venue; At an accessible venue in Maidstone, Kent, which will be advised upon registration.
To express an interest in attending both the site visits (5th and 6th Feb) and/or the meet and greet (20th Feb) event, please register on the e-procurement system, In-Tend, by COP 29th January 2020. We will respond with the time and place to meet for the site visits along with HMPPS requirements to enter a prison.
