Portsmouth City Council is inviting expressions of interest from suitably qualified and experienced providers to tender to be appointed to this Framework.

The scope of which will comprise of but may not be limited to delivering services related to any aspects of Flood & Coastal Erosion Risk Management (FCERM) related projects across 22 Local Authorities and Harbour Authorities from across the South of England.

The initial Framework Contract period will be for 4 years with the possibility of extending the term by a further 4 years to a maximum total term of 8 years in increments to be agreed, subject to the agreement and performance of both parties.

The value of total work let under the agreement over the maximum 8 year term may range from £6.5M to £40M. The lower value is based upon the forward programme of work anticipated for Portsmouth City Council only, whilst the higher takes account of potential work from the other 21 named authorities.

In letting the framework the Authority is also concurrently inviting tenders for the detailed design of coastal defences at North Portsea Island, Portsmouth. The value of the works contract is estimated at approx. £40M and is targeted to commence on site during April 2017. The value of the design work package, which forms part of this procurement, is estimated at approximately £1M with service delivery commencement required shortly after award of the overarching framework agreement.

In respect to all aspects of this tender, suppliers who would wish to partake as a sub-consultant or consortia member may submit key company details to the Authority, which will then be shared via InTend. Prospective lead suppliers may then, if they so wish, contact potential sub-consultant and / or consortia / joint venture partners.
