The Council wishes to establish a Contract for the provision of the Support Worker (Navigator and Peer Mentor) service for the Birmingham City Council element of the West Midlands Housing First Pilot.
This service shall operate on a city-wide basis providing for people located in the Birmingham area identified as meeting the referral criteria. The Service shall be made available to Clients from outside the Birmingham City Council location only if there are no services available in their local area that can meet their needs and/or the Client would be at risk of harm if they remained in their local area. There is a requirement for cross-regional working with partners operating within the pilot.
Housing First is a specific approach to ending homelessness for those with multiple and complex needs. It is aimed at people who are homeless/ at risk of being homeless, providing sustainable tenancies and providing choice-led support and access to services in order to sustain the tenancy. The accommodation is not conditional upon the person accepting offers of support or presenting as 'housing-ready'. The support is separate to the accommodation and responsive to the needs of individuals.
The Contract will last for up to 2 years (unless terminated under the terms and conditions of contract) with the provision to extend for up to an additional 2 years subject to requirements and satisfactory performance.
