description

NHS England is seeking to engage a supplier to provide intensive support to NHS Trusts with the highest payroll error rates and overpayments (data has been obtained from the corporate productivity returns as reported by Model Health System for 22/23). The supplier will conduct a comprehensive review and redesign of HR and payroll impacting processes to significantly reduce (and ultimately eliminate payroll impacting errors, technology ineffectiveness and people issues).

The supplier will:

  • oUndertake detailed root cause analysis of why employee lifecycle end-to-end HR and pay impacting errors occur in the NHS Trusts reporting the highest number of errors (including overpayments and underpayments).
  • oReview current HR and payroll processes and policies and utilisation of workforce systems and any interfaces which may be required to efficiently provide HR and payroll services.
  • oDesign and map efficient end-to-end processes impacting on staff pay with as few handoffs as possible and recommend using automation and use of interfaces where possible to streamline the processes.

There is a lack of internal NHS England resources and technical expertise to meet the size of the challenge (individual improvement teams will have to go into each of the identified circa 27 NHS Trusts). The supplier shall provide the specialist HR and payroll process expertise required.
