Arun District Council would like to invite proposals to prepare feasibility reports for the redevelopment of two key council owned regeneration sites in Bognor Regis; the Regis Centre and Hothamton Car Park sites.

The Regis Centre site is in a prime location on the seafront of Bognor Regis and a short walk from the town centre. The Council’s aspiration is to see the redevelopment of this site into a financially viable mixed use development that will include an enhanced cultural offer (with improved theatre, multifunctional space and ‘landmark’ visitor attraction), hotel, restaurants, retail, residential and decked car parking.

The Hothamton Car Park site is also in a prime location, close to the seafront with views of the sea and town centre. The council envisages redevelopment of this site into a commercially viable suite of uses including student accommodation (or complementary ‘staff’ accommodation), A1 retail, car parking and workshop/office space.

In June 2016 a report was completed by external consultants to appraise the council’s proposals for these sites, the delivery options the council could consider and the next steps needed to progress delivery. See Appendix 1 for a copy of the full report.

The recommendations from this report were that the council needed more in depth evidence to enable it to make a decision on the most suitable delivery route. In particular it was recommended that more comprehensive feasibility studies for both sites are prepared that consider in more detail the viability and delivery options available to the council.

We are looking to engage suitably qualified and experienced advisors who would be able to prepare these feasibility studies.
