Cambridgeshire County Council (CCC), Is looking to award an "Open Framework" which CCC, Peterborough City Council (PCC) and Cambridgeshire and Peterborough Clinical Commissioning Group (CCG) will be entitled to call off from. Tenders are therefore invited from suitably experienced providers who can demonstrate knowledge and experience in the provision of Mental Health and Autism (Adults) Supported Accommodation and Residential Placements across Cambridgeshire and Peterborough. The Framework will be opened at regular intervals to enable new providers to enter the market subject to the terms and conditions of the Framework and evaluation process.

The requirements will be split into Lots as detailed below

  1. Lot 1a Supported Accommodation (Mental Health)
  2. Lot 1b Supported Accommodation (Autism)
  3. Lot 2a Supported Accommodation - Complex Needs (Mental Health)
  4. Lot 2b Supported Accommodation - Complex Needs (Autism)
  5. Lot 3 Residential Accommodation (Autism Only)

This procurement is being conducted in accordance with the Public Contracts Regulations 2015. The services being procured are Schedule 3 Services and Cambridgeshire County Council are bound only by those parts of the regulations applying to the procurement of these services commonly referred to as the Light Touch Regime (LTR). Whilst the procurement process is being referred to as an Open Process, Schedule 3 of the Regulations provides Cambridgeshire County Council with the flexibility to define its own process as long as it complies with the provisions of Regulations 74-76 (inclusive) of the Regulations.

It is not anticipated that Transfer of Undertaking (Protection of Employment) Regulations 2006 will apply, However should it apply then bidders will be required to download, sign and upload through the Q&A section, a TUPE Undertaking of Confidentiality in the Authorities e-procurement system, Sourcedogg, before TUPE details and information can be released.
