Central Bedfordshire Council (CBC) wish to invite bidders to tender for Business Case Development Manager and Healthcare Estate Planner, Professional Consultancy Services to assist CBC to procure two Integrated Health & Care Hubs with a combined capital cost of £35m.

The Council is seeking a resource to produce Outline Business Cases and Full Business Cases for the capital development of Two Integrated Health & Care Hubs. The following service is being sought at:

Chiltern Vale Locality, Dunstable.

Ivel Valley Locality, Biggleswade.

CBC intend to make separate appointments for the Design Stage and the Construction Stage of the projects. It is proposed that CBC appoint the Business Case Development Manager and Healthcare Estate Planner Advisor as a Professional Consultant.

CBC maintain the right to not proceed beyond Feasibility, or suspend or terminate the project at any stage, whereupon only the fee applicable will be paid to the consultant for completed work under that current stage.

Should CBC decide to move at completion of any stage, to a Design and Build strategy, the professional consultants name will be provided to the Design and Build Contractor, but may not necessarily be selected in a novated consultant role.

The OBC's to be developed concurrently. Following approval of the OBC's, the FBC's to be developed concurrently.

CBC propose the following target durations for production of the business case stages to be:

Outline Business Cases, 3 months.

Full Business Cases, 6 months.

The Council will provide as much support and information as it can in order to help guide you through the Tender process. Questions asked together with the Council's response will be made available to all tenderers to ensure a fair and consistent approach to all.

Last day for receiving questions 12:00 noon 02/05/2018 - All questions and answers and any updates will be issued as a 'Clarification' through the In-Tend portal.

Completed Tenders and attachments should be submitted electronically, by the due date via our "In-tend" electronic tendering system. Tenders must be uploaded via the "My Return" section of the system. Tenders submitted through the correspondence facility will not be considered.

Your Tender must be submitted via the In-Tend system by no later than 12:00 noon 08/05/2018. Tenders received after that time will be excluded.
