The House of Commons currently lacks the necessary expertise to deliver these pilots and so is looking to buy in support from experienced practitioners to lead us through the work and provide guidance and training for everyone undertaking the review.
The aim is to embed the methods into our own staff and make the process repeatable in the future in other areas with no or limited external support.
To support this, we are looking for a partner to:
- Help develop the ZBB approach
- Provide ongoing advice (and where needed training support) on ZBB and other relevant issues of financial management culture, organisation, capacity and skills
