Fuel Poverty, Energy Efficiency and Energy Saving Stock Survey

Fuel Poverty and Energy Efficiency are linked to Health Impacts in the vulnerable of society. These conditions are linked to the age, condition and energy efficiency of a dwelling as well as its occupation.

Southend on Sea Borough Council is seeking to procure a survey that will provide a database that will enable it to identify individual properties by key characteristics such as the property tenure, age and type, the energy efficiency including wall construction, fuel type and potential for other energy efficiency measures including renewable energy as well as availability of other funding such as the Energy Company Obligation, the risk of Excess Cold and other Category One Hazards and the Energy Performance Certificate banding.

The database will use information to identify address level installations data, through resources such as HEED or similar, use modelling to extrapolate conditions, link to UPRN to allow for linking to existing data sets held by the Council and also alow for web access to the database.

The Council wish the database that is produced to be updated on a cyclical basis over 5 years and for the data to be exportable to other software and mapping systems including GIS.

Additional information: We are looking for Expressions of Interest BY 5PM on 27TH NOVEMBER, 2015 from capable suppliers who would be able to provide the data and/or information management database and modelling on either a supply basis and/or a web services basis to Southend-on-Sea Borough Council and potential partners in the future. We will take details from capable suppliers and look to do some further research and market testing after closure of this notice.
