The Royal Borough of Kensington and Chelsea ('the Authority') invites expressions of interest from suitably qualified and experienced organisations in relation to the Recycling and Waste Collections, Street Cleansing and Ancillary Services ('the Contract').

The Authority is conducting this procurement through the competitive procedure with negotiation of the Public Contracts Regulations 2015. The Contract will be for an initial term of 8 years, with the potential to extend for period(s) up to a further 8 years. The duration of the extension(s) may be for any period up to 8 years, subject to not exceeding the maximum total contract term of 16 years.

The waste service includes, but is not limited to: collection of residual waste, dry recycling, garden waste and food waste from household and commercial premises (excluding food waste from commercial premises), bulky waste, white good and skips service. The cleansing service includes, but is limited to: mechanical and manual operations, litter bin and on the go recycling service, gully cleansing, weed control, seasonal leaf fall management, removal of flytipped materials, cleansing at special events, Notting Hill Carnival, markets and winter service.

There are also services which are listed as provisional and the inclusion of the services within the scope of the Contract will be confirmed at a later date, including: graffiti and fly posting, cleansing and winter services on housing areas, the provision of a food waste collection service from commercial premises.
