  1. Introduction

To enable the delivery of the West Sussex County Council Strategic Transport Investment Programme (STIP) and schemes that have been identified the Coast to Capital Local Enterprise Partnership (LEP) programme the need for a Professional Services contractual framework has been identified. The contractual framework will provide a set of Consultants who can provide a Design and Client Support service.

The design of infrastructure projects is currently provided by a Professional Services Framework and we are now seeking to replace this arrangement. support to WSCC.

  1. Contractual Framework Proposal

It is proposed to have a flexible framework in place for design and consultant support to WSCC. The new arrangement is to include a full range of professional services including highway design engineers, structural engineers and transport planners and the delivery of major scheme business cases, as well as options appraisals, feasibility studies, preliminary and detailed design, contract preparation and supervision of a range of highways improvements schemes.

  1. Contractual Framework Details

Initial thinking, subject to change following market consultation

Headline contract arrangements with suppliers and WSCC:

NEC (4th Edition) PSC Contract with West Sussex County Council as Contracting Authority. A five-year duration single provider contract from June 2022 to March 2027 with a five-year extension available.

Framework contract with suppliers and WSCC:

For the Professional Services Framework - NEC Professional Services Contract Options A, C and E with four to five suppliers and a four-year duration.

The Professional Services Framework specialist framework will generally use mini competitions for tendering.

  1. Content Scope

The objective of this framework is to provide Highways, Transport and Planning related consultancy services to support several different work streams. Typical Project or Schemes under the core Professional Services Contract may comprise, but not be limited to:

  • oAccident Investigation and Prevention and Route Safety Schemes
  • oCycling infrastructure, cycling route assessments, design and facility
  • oImprovement schemes
  • oSafer Routes to School (SRtS) and School Safety Zones (SSZ) schemes, including footway improvements and crossing facilities
  • oHighway Improvement schemes up to construction, including junction improvements, Public Transport Improvements and public realm schemes
  • oTraffic Engineering schemes, including 20mph Zones, Traffic Calming and Town/Village Centre Enhancements
  • oCarriageway Structural Maintenance, including carriageway reconstruction, resurfacing and drainage improvements
  • oHighways structures schemes
  • oLarge bypass schemes
  • oTown centre redevelopment schemes
  • oTraffic Signals Schemes
  • oCarriageway Structural Maintenance, including carriageway reconstruction, resurfacing...
