Nottingham Community Housing Association is seeking to put in place grounds maintenance contracts of communal areas of general needs, market rent, leasehold and support housing schemes in areas across Nottinghamshire, Derbyshire, Leicestershire, Lincolnshire, Northamptonshire and Rutland.

The services are being made available to the market across 16 Contract Lot Areas aligned predominantly to geographical areas.

Services include grass cutting, pruning hedges, shrubs and borders, day to day minor tree works, weeding and spraying of hard landscaping and litter picking. In addition contractors will be expected to maintain high professional and environmental standards, take part in tenant involvement initiative and support the contracting authority in developing its 'social value' work.

Tenderers can bid for one or more Contract Area Lots but will not be offered more than 5 of the geographical contracts unless, following evaluation, all tenderers submitting bids on a particular Contract Area Lot (s) have been awarded to five other Contract Area Lots, in which case the Contract Area Lot (s) will be award to the tenderer who is the most economically advantageous tender regardless of the fact they have been awarded five other Contract Area Lots.

Contracts will be let on the basis of an initial three year term with the option to extend for up to a further 3 years, delivering a maximum contract term of 6 years. Tenderers should note that the decision to extend beyond the 3 year initial term will be on a Contract Area Lot by Contract Area Lot basis and will be sanctioned at the sole discretion of the Contracting Authority.

The Contracting Authority shall not be under any obligation to accept the lowest tender or indeed any tender.

The Contracting Authority further reserves the right not to award any contract as a result of the procurement process and reserves the right to cancel the entire process or parts of the tender process commenced by the publication of this notice and in no circumstances will it be liable for any costs incurred by tenderers.

The value of the contract opportunity stated in this advert is only an estimate and the Contracting Authority cannot guarantee the value of any business awarded under any of the Contract Area Lots.

The Contracting Authority will incorporate a minimum of a ten calendar day standstill period at the point that information on the award of contract is communicated to tenderers. If an appeal regarding the award of contract has not been successfully resolved then the Public Contract Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court. Any such action must be brought promptly (generally within three months).

PLEASE NOTE, the Contracting Authority has elected to extend the tender submission date for this opportunity by eight days from 12:00 noon on 9th December 2015 to 12:00 noon on 17th December 2015. This is due to the complex nature of the contract and the significant number and nature of the Correspondence questions received by the Contracting Authority.
