This tender is being undertaken as an open procedure, as detailed in Regulation 27 of the UK statutory instrument Public Contracts Regulations 2015/102.

South East Coast Ambulance Service NHS Foundation Trust (the “Authority”) invites tenders for organisations to participate in a 48 month Agreement (‘the Agreement’). The Agreement will be used by the Authority and may also be used by all other Ambulance Trusts, South Central Fleet Services Ltd and other organisations (“Eligible Bodies”) located in the United Kingdom.

Capita Treasury Solutions Limited, trading as Capita Asset Services (Capita), a major provider of advisory services to the UK public sector, intends to use this Agreement to enable its clients to supply/convert, lease, hire and maintain ambulance and specialist vehicles. Capita will provide details of the Agreement and market the Agreement to its clients.

The Agreement is also available to all current and future members of The Procurement Partnership Limited’s (TPPL) buying club. A list of members of TPPL can be obtained from http://www.tppl.co.uk/about-us/our-members/.

The primary vehicles required under this framework include supply/conversion of accident and emergency, rapid response, patient transport, ambulance service support vehicles. Services include leasing, repairs/maintenance and contract hire. Other vehicles and services (such as short term hire of ambulance vehicles (including specialist vehicles) or Service, Maintenance and Repair (SMR) solutions) that are related to the focus of this Agreement are expected to be provided as part of this Agreement within the closest relevant Lot(s). As an example, the short-term hire of ambulance vehicles is an additional service available from several lots.

Additional vehicles and services that may not be easily identifiable as part of this tender document can be specified by individual Eligible Bodies during their call-off processes. The Authority is willing to consider submissions from suitable Suppliers (“Supplier”) that provide all, or a combination of the above vehicles and services. Submissions are welcome against any combination of Lots that Suppliers identify they can provide a relevant service within.

The estimated value range of purchases through the proposed Agreement during the 48 month period is between £200,000,000 and £500,000,000 excluding VAT. Any estimate of framework turnover is for information purposes only, no commitment or guarantee is given and should not be implied.
