Cambridge City Council (CCC) and South Cambridgeshire District Council (SCDC) are seeking consultants to provide a Green Belt Review for the Greater Cambridge area (defined as the combined area of Cambridge and South Cambridgeshire Districts). Detailed proposals are now invited from consultants comprising two parts:

  • a)Consideration of the extent to which the Inner Cambridge Green Belt Study 2015, prepared by LDA and found sound in the context of the adopted 2018 Local Plans, including the identified purposes of the Cambridge Green Belt, forms an appropriate up to date evidence base for the Greater Cambridge Local Plan, and to provide any update necessary to achieve this;
  • b)A comprehensive review of the remainder of the Cambridge Green Belt, including to provide sufficient evidence to inform the Housing and Employment Housing Land Availability Assessment.

This work will form part of the Councils' development plan making process in relation to Green Belt and associated purposes. The contractor must demonstrate in writing that they have no conflicts of interest in respect of work being sought that cannot be effectively mitigated.

It should be noted that as well as inviting tenders for a Green Belt Review, the Councils are also procuring a Landscape Character Assessment. It is expected that the identification of the characteristics of the varying areas of landscape within the whole of the Cambridge Green Belt will draw, as appropriate, on the findings of the separate Landscape Character Assessment work (see paragraph 38e). Bidders are asked to consider and explain how the two studies might best be carried out in tandem and identify any benefits of being undertaken by the same consultant.
