Leeds City Council wishes to undertake a review of the plans panels, structure and how they are operating in the context of an ambitious and challenging growth agenda for the area.
The review will identify and quantify issues relating to the way applications are handled by the panels from pre-application involvement and delegation arrangements, through to their performance and the quality of decision-making, as well as exploring the perceptions of customers and stakeholders and their interaction with the panels. A project output will be a report which will outline recommendations on how procedures might be improved and streamlined as well as highlighting examples of good practice both within the panels and from other authorities.
