The Kent & Medway Towns Fire Authority is seeking to appoint a Contractor for the construction of Ramsgate Fire Station and Training Facility as detailed below: The development site covers an area of approximately 0.57ha. It is proposed to redevelop the site as a Fire Station and training facility. The redevelopment will necessitate the demolition of the existing swimming pool building and associated structures, and the construction of a new building and ancillary structures. The main building will be located in the south-central part of the site and will comprise a two-storey fire station block comprising offices and welfare facilities and a two storey block comprising training rooms and associated facilities.

Portal (ProContract) is an electronic tendering site run by Due North. Once

you have successfully registered and expressed interest in the opportunity via

the Portal you will be sent an e-mail containing a direct link to the

opportunity on the ProContract site. You will then be able to download the

Pre-Qualification Questionnaire (PQQ) and other associated ITT documentation.

It is a requirement that the PQQ is completed electronically and returned via

the Kent Business Portal. No other submission route is permitted. Failure to

follow this path may result in the PQQ submission being disregarded.

For the purposes of this procurement the Kent & Medway Towns Fire Authority has adopted Constructionline to reduce the administrative burden on suppliers wishing to apply for this opportunity. If you are registered with Constructionline and have completed all of the optional sections on your profile you will not need to complete the full PQQ - please simply supply your Constructionline membership number and complete the supplementary (project specific) questions. Please ensure that you have updated your profile including the new 2015 Business and Professional Standing questionnaire in the Business and Professional Standing section of your Constructionline profile.

You must confirm the information held on your organisation is accurate and that you registered for the work category General Building, CPV code 45210000 or 45216121 or equivalent. It is not a requirement of the Kent & Medway Towns Fire Authority that suppliers should be registered with Constructionline. Suppliers not registered with Constructionline will not be precluded from expressing an interest in this contract notice but will need to demonstrate that they meet the pre-qualification requirements through completion of the full questionnaire.

Tenderers should be aware that the Kent & Medway Towns Fire Authority has uploaded relevant planning drawings and associated ITT documentation on the Kent Business Portal for tenderers' information. It should be noted, however, that in accordance with Regulation 21(3) of the Public Contracts Regulations 2015 the Authority is, at this stage of the procurement process, limiting the number of drawings to those currently in the public domain required to obtain planning permission for reasons of security.

Tenderers should be aware that the associated ITT documentation is provided for information only. Tenderers are not required to complete and return the tender document at this stage. Only tenderers who have been advised that they have successfully completed the PQQ stage will be invited to submit a tender return. Instructions for submission of the tender document will be contained within the Invitation to Tender documentation.

Kent and Medway Towns Fire Authority will incorporate a standstill period at the point information on the award of the Contract is communicated to tenderers. The notification will provide information on the award decision.

The standstill period which will be for a minimum of 10 calendar days provides time for unsuccessful tenderers to request feedback and/or challenge the award decision before the Contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
