description
This is a notice for social and specific services in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 74. Surrey County Council is seeking to commission a Domestic Abuse perpetrator intervention for Surrey service for a period of 18 months with the option to extend. The new service will be jointly funded by Surrey County Council (SCC), the Police Crime Commission (PCC) and Surrey Police.
The Domestic Abuse (DA) Strategy for Surrey 2013-18 encourages both victim and perpetrators to seek help and aims to focus efforts on providing a holistic response to all those affected by domestic abuse including perpetrators.
The Joint Strategic Needs Assessment (JSNA) identified a gap in the provision of services designed to modify behaviour in order to increase the safety of partners and children. As part of a holistic approach to all those affected by violence the DA strategy includes commitment to deliver programmes for perpetrators focused on re-education (self referral and agency led referral).
The JSNA also highlighted insufficient local support and interventions for perpetrators beyond criminal justice.
In July 2015 the Community Safety Board (CSB) agreed to the scoping of a Domestic Abuse perpetrator intervention for Surrey. The CSB recognises that whilst perpetrator interventions are an important part of domestic violence and abuse services, practice varies nationally with a number of different models and interventions in operation across the country.
The estimated contract value is 80 000 GBP per annum. The contract will be for 18 months with the option of two 1-year extension periods.
