Herefordshire Council seeks to appoint a suitably accredited and demonstrably experienced Principal Contractor toundertake the design and construction of the scheme referred to as the Hereford Shell Store under an NEC4 Engineering & Construction Contract (Option A) with secondary options and Z clauses as set out in theprocurement documents. Herefordshire Council are seeking a suitable contractor to design and deliver thescheme. The council are intending to appoint the successful contractor utilising a single stage design and buildprocurement route.
The scheme involves the refurbishment of an existing munitions store on the Rotherwas Industrial Estatein Hereford. The building was involved in the production of munitions during the First World War and wasproducing munitions from November 1916. The building stands to the north of the Rotherwas Industrial Estateand Thorn Business Park in an area of grassland. The building is single storey of steel frame construction witha GIA of circa 4100m2. A north light roof construction is provided to the full length of the building with glazedopenings and asbestos cement sheeting to the roof coverings. A solid ground bearing concrete slab providesthe floor make up. Rendered masonry forms the exterior skin of the building.
The proposal involves removing all external finishes whilst retaining the steel frame and the concrete slab. Thesteel frame will be refurbished and new external cladding provided along with new roof lights and roof sheets.The concrete slab will be overlayed and a raised access floor provided. Internally the end of the building facingnorth east will be given over to office 'pods' laid out in 3 linear forms. The central area will provide the mainreception, WC facilities, and a café and kitchen area along with conference space. The end of the building tothe south west will be given over to research and development space for university students. Refer to the tenderdrawings for further information.
The design has been developed by Quattro Architects up to RIBA Stage 3 along with support from One CreativeLtd for the M&E design, Caulmert for the Civils and Structural design and Mace as Project Managers and CostConsultants.
The contractor will be appointed on the basis of their tender return for the Stage 3 information and thesuccessful contractor will be required to undertake the necessary due diligence for and completion of thearchitectural, civil and structural engineering, MEP engineering, landscaping and such other design as isrequired to allow the complete construction of all parts of the works. The successful contractor will develop thedesign to RIBA Stage 4 alongside Quattro Architects who will be novated across to the contractor side. Otherconsultants will be retained client side.
