description

As a result of the review of the Cabinet Office Arm’s Length Bodies (ALB) in late 2010, it was confirmed and recommended that the SIA should transition to a new regulatory regime in line with maturing industry and a changed risk landscape.Consequently, the SIA is currently undergoing a transformation which requires the SIA to change how it manages the regulated industry by allowing the industry to do more for itself as well as focus on mandatory business licensing.The SIA is dependent on the Home Office for regulation in relation to business licensing which forms part of the New Regulatory Regime.A key enabler to this transformation includes switching out its incumbent Business Process Outsource (BPO) supplier in favour of a new IT Managed Service (ITMS) provision to support a new integrated solution.The SIA currently has client-side specialist support to help it to manage and drive key activities in the transformation programme. As a small organisation, SIA does not routinely require this expertise and, therefore has limited internal resources to draw on to support this change and, in some cases, none of the requisite skills The contract for the current client-side specialist support expires on 30th November 2015. Therefore, the SIA is seeking to re-tender this contract. Over the past 36 months, the SIA has implemented a number of facets of its transformation and put in place key enablers using existing resources, including
Reduced costs and license fees;
Significantly improved customer service;
Implemented digital e-services for many high volume transactions;
Dramatically reduced turnaround times for licensing decisions;
Heightened focus on risk;
Business centric ways of working; and
The procurement of a new IT Managed Service partner.
