The Opportunity: The Council is seeking a solution to manage Kent's Schools Admissions processes covering the Kent Test, application to Primary, Junior and Secondary schools, offer allocation, distribution of results, appeals, waiting lists, reallocation and in year applications. The system must meet DfE file standards, allow for real time access by applicants and schools and provide interoperability with other Local Authorities admissions systems to ensure Kent can complete inter-Local Authority application exchanges. The objectives are as follows: One central system accessed by applicants, KCC teams and schools. Enable data exchange with schools and local authorities Online access for applicants to register for the Kent Test and apply for Primary, Junior & Secondary schools. Online access for schools to manage places and offers Quick entry of paper registrations and admissions applications Store applicant, child and sibling details in a unique account. Hold contact details. Store changes. Address lookup, database of schools and test centres. Store address co-ordinates, Hold a main address and other addresses for the registration and application Registration for the Kent Test for children located in Kent and Out of County. Record child scores. Head Teacher Assessments. Inform schools and applicants of the results Application for admission to Primary, Junior and Secondary schools, school finding and preference selection tools, applications saving and submissions. Add Supplementary Information, identify specific requests of children Data checking and validation, error correction, data import/export controls. Data exchange with local authorities in DfE formats. Calculate straight line and walking routes. Hold school oversubscription criteria, rank applications. Automatically and manually make school place offers. Offer validation by Schools. Inform applicants of offers by preferred method. Letter production and email management Manage offer acceptance/refusal, Waiting Lists and Appeals Reallocate vacant school places Make In Year admissions applications for school places Further background and technical information can be found within the tender documentation.
