Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of the Integrated Sustainability Appraisal/Strategic Environmental Assessment of the Swindon Borough Council Local Plan.

Project description

The primary aim of this commission is to produce a robust and up to date sustainability appraisal of the new Swindon Local Plan which incorporates the requirements of the Environmental Assessment of Plans and Programmes Regulations 2004 (commonly referred to as the 'Strategic Environmental Assessment Regulations).

In doing so it should identify and assess the likely social, economic, and environmental effects of its proposed spatial strategy, policies and allocations together with the reasonable alternatives.

It also aims to produce integrated health and equalities impact assessments.

The initial contract term will be for 22 months.

There is scope within the specification response to indicate an estimate of day / hourly rates for Local Plan Examination support. The evaluation of these cost estimates does not form part of this tendering process and would constitute a separate contract / contract extension.

RFQ/Tender clarifications to be submitted in writing via Messaging in ProContract tender portal, including the project reference and title clearly in the Subject title, by 25th January 2023, 1200 hrs UK Local time. The Council's responses to these clarification questions will be issued periodically via Messaging in ProContract tender portal.
