TA Support to Renewing the UK's Energy Transition Programme in Indonesia (MENTARI 2)

The British Embassy Jakarta is seeking a Service Provider to deliver the next phase of the UK-Indonesia Low Carbon Energy partnership, MENTARI 2 (Menuju Transisi Energi Rendah Karbon di Indonesia / Towards Indonesia's Low Carbon Energy Transition) Programme.

MENTARI 2 is acontinuiation of the existing MENTARI programme, which is a £22.3m high-performing programme managed by British Embassy Jakarta (BEJ) and is due to end in late 2025. MENTARI 2 will succeed it to maintain the UK's ability to support Indonesia's energy transition ambitions directly and through the G7-led Just Energy Transition Partnership (JETP).

MENTARI 2 aims to directly contribute to the UN Sustainable Development Goal on Affordable and Clean Energy through (i) Improving Indonesian policies and regulations to increase investment into the low carbon energy sector, (ii) increasing rural electrification to promote economic development, particularly for disadvantaged groups, (iii) supporting Indonesian institutions to identify and finance low carbon energy projects (potentially with blended finance), and (iv) Building energy transition expertise within Indonesian institutions (e.g. NGOs, academia, and government). Gender and social inclusion would be mainstreamed throughout the programme’s delivery. The programme is still in its design phase, so some changes are expected.

This Notice is to be regarded ONLY as a Communication Channel for the market with regard to any query(ies) about this procurement opportunity. This Channel will be closed soon upon confirmation on the route to market. Currently this Channel is proposed to remain open until 31 January 2026, which shall be revised subject to the decision on the route to market.
