Creative Agency for Foster Carer Recruitments

CYC is looking for a Creative Agency for Foster Carer Recruitment. The project is split in to 2 lots. Lot 1 is for Creative Development and Lot 2 is for Digital Strategy, Campaign Planning and Delivery. Suppliers may bid for one or both lots and should make it clear which lot they are bidding for. The Contract for Lot 1 (Creative Development) will be for a period of 2 months. The Contract for Lot 2 (Digital Campaign) will be for a period of 12 months. The Contracts will have one month overlap to ensure collaborative working between the two contract holders (if different agencies). Foster carers play an essential role in helping to support and care for some of the most vulnerable children and young people in the city.

As York's fostering community reaches retirement, estimates suggest that in York we could lose around 25% of our current 65 foster carers in the next two years.

We have an urgent need to recruit approximately 15 new foster carers/placements in the next two years just to maintain the status quo.

To put this in perspective, in 2017, using our current approach (You can foster), we recruited two foster carers. Failing to recruit enough foster carers locally has a significant financial impact: placing children/young people in external private foster care placements costs approximately twice as much as in-city foster care placements.

We would like to draw on insight from the successful regional adoption campaign and external Local Authority Foster Care campaigns that showed us that by targeting social media posts at the right audience in the right way we could attract more people.
