In order to put in place a regulatory regime that is effective in dealing with the challenges presented by the maritime sector in 2050, the MCA requires a study to:

  • Understand what makes an effective safety, environmental and security regulatory regime.
  • Characterise the current maritime regulatory regime - to provide a baseline.
  • Learn from regulatory regimes in other sectors and their direction of travel.
  • Characterise what the Maritime sector will likely look like in 2050.

Assess if the current maritime regulatory regime will be fit for purpose in dealing with the challenges presented by the Maritime sector in 2050 and, if not, identify areas for change and recommend new regulatory approaches to be adopted.
