The Sustainable Blue Economies (SBE) programme aims to provide technical support and generate scientific knowledge to support small island developing states (SIDS) in developing their blue economies, while ensuring that the knowledge, capacity development and advice supports sustainable and equitable development.

The SBE program requires foundational regional analyses to inform and frame its technical assistance delivery to SIDS. This analysis aims to provide a poverty alleviation and social development lens to complement technical inputs, ensuring a holistic and effective approach to programme implementation. The requested support is to conduct regional analyses for three SIDS regions-Caribbean, Pacific, and Atlantic & Indian Oceans-focusing on the intersection of social development needs, policy priorities, ecosystem services, and blue economy activities that will serve as a baseline on which to commission and deliver impactful technical assistance.
