Health Education England (HEE - the Commissioner) are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award.

Please note the contracting authority intends to direct award the contract to the Royal College of Psychiatrists. The case for direct award can be found on the tender portal.

Health Education England (HEE) believe that the Royal College of Psychiatrists is the only organisation capable of delivering the specific requirements to develop a learning outcomes framework for a multi-disciplinary Credential in Perinatal Mental Health. The Royal College of Psychiatrists is the only supplier with the requisite expertise and experience to assist HEE in fulfilling the Mandate deliverables and actions of UK government policy including the Long-Term Plan.

The NHS Long Term Plan commits 'to improving access to and the quality of perinatal mental health care for mothers, their partners and children'. The significant expansion of perinatal services necessitates a considered approach to skills development for all disciplines engaged. Development of the workforce, via a skills training programme to support capacity and capability building, responds to gaps in service delivery, enhances workforce skills, widens participation (by providing flexibility) and delivers on-going opportunities for professional development. This supports national policy and the commitment to grow mental health services.

The financial envelope for the contract is £25,000.
