Undertake an outline business case to assess the potential for an energy company for Cornwall. It is intended that the outline business case will be used to inform a decision by the Council on whether or not to proceed with the process of establishing and energy company and what structure the Council should pursue. Programme targets:

Also, please note the Council is seeking to appoint an independent consultant to assist with the preparation of the Outline Business Case. As a result, the successfully appointed service provider for this commission will not be permitted to submit a further bid, in respect of any future tender opportunities advertised by the Council in respect of this wider Project, i.e., to develop a Cornwall Energy Company, and the Council reserves the right to exclude any such bidders in this instance.
