Objectives

DFID wishes to invite suitably qualified organisations to implement a robust independent evaluation of the Growth in the Rural Economy and Agriculture: Tajikistan programme (GREAT). The purpose of the independent evaluation is to assess the effectiveness (outputs to outcomes) of the programme, and its achievement of impact and the efficiency (inputs to outputs) of the implementing partner’s management structure in delivering the programme. The evaluation will cover the first phase of the programme. The programme is likely to be extended for up to five years. The purpose of this mid-term evaluation is to assess the performance of the GREAT programme over the period 2013-2015 to make recommendations for its next phase and allow for preparation of the final evaluation. GREAT’s relevance, effectiveness, efficiency and expected impacts and sustainability (through the review of the monitoring system and the preparation for the final evaluation) will be assessed as part of this evaluation.
