Sandwell Metropolitan Borough Council invites bidders to tender for an opportunity for Sandwell's Sexual Health Promotion Service.
Purpose
Commercial sex work may manifest itself in different ways. This health promotion service will reflect the changing face of sex work within the borough of Sandwell. It will offer health promotion, screening and testing those people resident in Sandwell who find themselves the victims of trafficking or other forms of exploitation and sexual coercion. It will also cover those Sandwell residents working in the sex industry in other areas as well as those people from other areas working in sex work based in Sandwell. There will be some people who make the choice to be involved in commercial sex work and this service will also offer them the same screening, testing and health promotion opportunities. This service will be sensitive to the needs and threat of those who are the victims of modern day slavery, human trafficking and sexual coercion. It will treat each client holistically, realising that there may well be co-existing problems with this client group such as alcohol and substance misuse or mental health problems, and make appropriate referrals or liaise with other agencies to ensure the needs of the client are met.
Under this procurement, the contractor will be required to actively participate and support the achievement of social benefits to the Sandwell community providing value for money on a whole life basis in terms of generating benefits to society and the economy whilst minimising the impact to the environment of Sandwell (Public Services (Social Value) Act 2012).
Sandwell Metropolitan Borough Council wish to appoint a sole provider with a contract duration of 17 months years (1 November 2016 to 31 March 2018).
The maximum budget available for this is:
- a.1 October 2016 to 31 March 2017 = £28,500 (excluding VAT)
- b.1 April 2017 to 31 March 2018 = £68,000 (excluding VAT).
