The scope of the review will cover a number of areas as follows:-

Information & Technology Strategy - whether fit for purpose in setting direction for the medium term.
Current capacity for strategic planning, horizon scanning, bringing ideas and innovation into the Council.
Assessment of emerging transition/improvement plan.
Assessment of strategic and technical roadmaps and general direction of travel e.g. simplification, use of cloud.
Current structures - including leadership and management capacity and capability.
Effectiveness of new Target Operating Model, and synergies between all parts of the service.
Assessment of current and future budget provision, set against size of organisation and agenda, current & desired state.
Balance between in-house resources and those that are externally commissioned or provided via contractors.
Positioning of function i.e. business led v ICT led decisions.
Possible future models of delivery.
Comparison of LCC I & T service against other organisations of a similar size and industry best practice

Documentation will be provided to the appointed consultant (structure charts, I&T Strategy, budget information, restructure documents, target operating model, roadmaps, other technical documents as necessary) in order that the time can be spent on discussions and analysis rather than data collection. Consultants should therefore share at proposal stage the assumptions made regarding information required at project commencement.

The client for the work will be a small panel comprising:-

Assistant Director (Corporate Services)
Head of Information & Technology
