The Ipswich Hospital NHS Trust are looking to identify a preferred partner to provide Renal Dialysis Services. The scope of the Services includes In-Centre Haemodialysis taking place in main or satellite dialysis units(ICHD), Peritoneal dialysis (PD), Home Haemodialysis (HHD) and Intermittent Haemodialysis to treat acute kidney injury. The Trust are looking to establish a contract for a period of 5 years and a potential single extension of 3 years. The service may be considered to consist of three component parts: facilities (including but not exclusive to the dialysis environment, equipment and consumables for dialysis and support services to allow dialysis to take place and ensure the quality of the service including technical support and IT), nursing (including haemodialysis and peritoneal dialysis nurses, ward staff and nurse specialists) and clinical decision-making including decisions about need for (acute and chronic), modality and dialysis prescriptions.
The Trust aims to use an Open type procedure to identify and define a solution which best addresses the requirements, as described in the Invitation to Tender. The estimated value of the entire project is between £2.6 million and £3.2 million per annum across 8 years (5 years plus 3 years extension); which translates to an estimation of between £20.8 million and £25.6 million across 8 years.
Bidders will be required to provide information regarding their eligibility to bid for these Services and respond to questions which evaluate a Bidder's ability to deliver the Specifications and determine the Most Economically Advantageous Tenders (MEAT) based on a price/quality ratio, all criteria are stated in the procurement documents. The contracting authority reserves the right to discontinue the procurement process at any time, which shall include the right not to award contract/s and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award contract/s in part, or to call for new tenders should it consider this necessary. The contracting authority shall not be liable for any costs or expenses incurred by any candidate in connection with the completion and return of the information requested in this Contract Notice, or in participating in this procurement process, irrespective of the outcome of the competition or if the competition is cancelled or postponed. All dates, time periods and values specified in this notice are provisional and the contracting authority reserves the right to change these.
Additional information: The Trust is carrying out this procurement pursuant to EU Directive 2014/24/EU implemented into UK Law via the Public Contracts Regulations 2015 (SI2015/102) with effect from 26/02/2015. The Services this notice relate fall within the light touch regime set out in Regulations 74 to 76 and Schedule 3 to the Regulations. Neither the use of the term Invitation to Tender nor any other indication shall be taken to mean the Trust intends to hold itself bound by any of the Regulations save those applicable to the light touch regime.
The contracting authority will incorporate a standstill period from the date when information on the award of the contract/s is communicated to tenderers. That notification will provide full information on the award decision.The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Part 3 of the Public Contracts Regulations 2015 provides for aggrieved parties who have been harmed or are risk of harm by a breach of the Regulations to take action in the High Court (England and Wales). Any such action must be brought within the applicable limitation periods.
