description
The City Corporation is seeking expressions of interest from suitably experienced and competent suppliers to provide an Integrated Substance Misuse and Tobacco Control Service (ISM&TCS).
The purpose of the service is to replace the services which are currently provided by three external providers for smoking cessation, and an internal substance misuse team, with a single, integrated holistic system. The new service will work with City residents and workers to raise awareness of risk taking behaviours to both prevent the need for treatment and prevent escalation to higher levels of treatment.
We intend to commission this under a lead provider model, allowing specialist providers to work together utilising their skills and expertise in each of the different areas. The service model therefore can be described as having 6 components. The components are designed to link and work together and it is the responsibility of the Lead Provider to make this happen. These include:
- Service Component 1 — Lead provider management function — Coordinating and performance managing the other components within the ISM&TCS;
- Service Component 2 — Prevention, Harm reduction and Awareness Raising — Pro-active targeting of residents and city workers, to raise awareness of risk taking behaviours, offer training and education and referral to treatment services where necessary;
- Service Component 3 — Custody Suite Drug and alcohol assessments — Drugs and Alcohol Intervention Programme (at police station) — both brief intervention and full DIP services;
- Service Component 4 — Substance Misuse Treatment — early engagement, treatment and recovery for residents, and appropriate referral to mutual aid support for non-residents across alcohol and drug misuse;
- Service Component 5 — Tobacco Control treatment level 2/primary care for both City residents and workers;
- Service Component 6 — Tobacco Control treatment level 3 for both City residents and workers.
Bids will be accepted from single organisations who can satisfy the requirements of the specification themselves, or from a lead provider who sub-contracts elements of the service to other specialist organisations. The City of London will contract with the Lead Provider, as the Prime Contractor
Additional information: The contract is for a period of 3 years with an option to extend for a period of up to 2 further years. The contract values given are for the the full contract period including any possible extensions.
