The objectives of this commission are to:
| • | review and assess the use of the RIS2 earned value measures in by ORR for monitoring and National Highways as management information in RP2; |
| • | assess the merit of using earned value measures as a lag/leading indicator for monitoring and reporting on the health of the enhancement portfolio; and |
| • | recommend improvements for use in RIS3. |
