15-087 Creating Warmer Homes

Rotherham Metropolitan Borough Council (RMBC) are inviting bids from a service provider who can provide a service of helping homeowners identify and help them to access services for improvements to the insulation and heating measures of their homes. The provider will have existing agreements in place with contract partners who will install/repair the measures. The service will align to recommendations in NICE Guidance NG6 by providing the single point of contact for energy efficiency advice and support, access to additional improvement/repair schemes and cost saving for energy bills. The provider will work with partners of the Rotherham Creating Warmer Homes Strategy (RCWHS) group and other health, statutory and voluntary sector stakeholders in the borough. This service contract is for this financial year (2015/16), all measures to be installed by March 2016. More information on the aims, objectives and outcomes are set out in the attached.

Additional information: RMBC are seeking a provider to be a single point of contact for stakeholders to refer clients for central heating installations or repairs and energy efficiency measures. The provider will check eligibility criteria and either: Assist with arrangement and installation of measures and follow up to provider behavioural advice, ensuring that records are retained on the following; Support the client to access other offers/schemes which the client will be eligible for Refer the client to other organisations for support i.e. financial capability.

Referrals are for clients living within the Rotherham area and in areas of deprivation.
