description

The University of Wolverhampton requires an experienced Contractor to undertake the refurbishment of various areas of, and extension to, the existing SC Building at the University’s Telford Innovation Campus in Telford. Particular features which the University wishes to encapsulate within the new facility for the School of Engineering include:

Flexible learning spaces (in which students are taught and also where students study)
The formal and informal learning spaces bleed into each other and are not separated
Informal learning spaces permit a variety of approaches to take place (group discussion, private concentration etc. and can be IT supported)
Sound must not travel (between social learning spaces and formal learning spaces, or classroom to classroom)

Some specialist features will be required, e.g.: open plan, active project areas for practical work and demonstrations; ICT screens and demonstrators; visualisation facilities; RFID facilities; pod-based meeting rooms in open plan areas; open plan offices with facilities for student interviews with staff and/or private study; video conferencing facilities; inter-room video linkages; and a ‘pit lane’ style reception in SC Building.

The concept design has been developed up to the end of RIBA Stage 3. Development of this design is to be carried out by the Contractor in line with the above objectives and to deliver a high quality building delivering value for money to the University.

The completion date for the whole of the works is required to be no later than 31st August 2016.

The works will be procured under a JCT 2011 Design & Build form of contract with amendments as included within this PQQ.

The Qualification section of this requirement will be assessed on a pass/fail basis in accordance with the standard qualification questions implemented in PAS91.

The requirements here include:

The successful Contractor must have a minimum of £10,000,000 Public Liability Insurance
The successful Contractor must have a minimum of £10,000,000 Employers Indemnity Insurance
The successful Contractor must have a minimum of £10,000,000 Professional Indemnity Insurance
The Tenderer must have a minimum annual turnover of £4 million.
The Tenderer must have a Credit Safe Score of ≥30.

Additional Qualification elements are as follows:

The Tenderer must hold a valid Constructionline Registration.
The Tenderer must hold an accredited independent third party certificate of compliance with BS OHSAS 18001 / a relevant Safety Schemes in Procurement (SSIP) certificate which includes Construction Contractor, Principal Contractor, CDMC, Designer, Group, and non-Construction as part of the SSIP audit.
The Tenderer must hold a valid ISO 9001 (Quality Management) certificate.
The Tenderer must hold a valid ISO 14001 (Quality Management) certificate.
