Emergency Accommodation service is being procured under the Public Contracts Regulation 2015, Light Touch Regime (LTR). Bristol City Council in collaboration with South Gloucestershire Council is seeking to let an Open Framework for the provision of Emergency Accommodation Service for households that need housing where the council has determined a statutory duty to accommodate. The accommodation can last for periods of 1day to several months. These accommodations will be used for placing homeless households, most of whom will contain children, but there will also be single people and couples without dependent children.

The Open Framework will enable both Councils to place orders for the Emergency Accommodation with successful tenderers.

The Councils will be able to place orders directly with the suppliers on the Open Framework through spot purchase based on the service requirement and price per household size / type. There will also be opportunities to tender for block contracts off the Open Framework. New and unsuccessful tenderers will have the option to apply to get on the Open Framework throughout the life of the contract.

Appointment of providers on the Emergency Accommodation Framework does not guarantee any amount of work but offers the opportunity to providers to provide accommodation for Lot 1 - Standard Services (awards without re-opening competition) and/or competitively tender for Lot 2 - Competed Services (awards following mini-competitions) for block purchase.

Additional information: Bristol City Council is utilising an electronic tendering tool to manage this procurement and communicate with tenderers. Accordingly, there will be no hard copy documents issued to tenderers and all communications with the council including the submission of tender responses will be conducted via the Proactis Supplier Portal.
