Contracts were awarded for phase 3 of the Outstanding Teaching Learning and Assessment (OTLA) regional programme, a regionally focussed, collaborative development programme to systematically improve teaching, learning and assessment, with a focus on attainment, retention and progression (value added measures).
Taking a regional approach (i.e. large urban area, multiple counties, as well as one of the nine regions), the Foundation sought tenders that would support the development of teaching staff (and potentially their leadership). It was important that this work was in an area of the country that has not previously been involved in a large scale OTLA project, to maximise coverage and impact for the sector. The regional approach did not need to be in relation to any specific definition of 'region' (i.e. local government, area review boundaries etc.), however, needed to be a significant geographical area. The Three broad areas of the country which had not received support from an OTLA regional programme included:
- North East of England
- the West Midlands
- South Central England.
