UK Environmental Regulators currently permit hydrogen production activities and it is our role to ensure that permits include appropriate measures to protect the environment. We do this by considering Best Available Techniques (BAT) at the permit determination stage, attaching conditions to the permits we issue, and by monitoring compliance with those conditions.

Where there is no relevant existing BAT Reference documents, UK Environmental Regulators hold responsibility for development of such BAT for these installations which will be permitted under the Environmental Permitting Regulations (England and Wales) 2016, Pollution Prevention and Control (Scotland) Regulations 2012, and Pollution Prevention and Control (Industrial Emissions) Regulations (NI) 2013.

We therefore wish to appoint a consultant to identify Best Available Techniques for hydrogen from methane production technologies and associated CCS plant which are available for deployment in the UK.
